Document the product decision from SUI-651: local_elediaai_subscription serves internal tenant separation on the shared instance.

ADR-07 captures:

  • Workspaces isolate demo/pilot customers (Boundary B)
  • No commercial component: no Odoo producer, no self-signup, no payment
  • Free-plan settings are the operational model
  • Tiers (Team/Pro/Enterprise) remain hypothesis

Consequences documented in the ADR; also updated 06-tiers.md with status hint.

Add ADR-07 to capture the decision from SUI-651: local_elediaai_subscription
serves internal tenant separation on the shared instance (workspaces isolate
demo/pilot customers per Boundary B). No commercial component, no Odoo producer,
no self-signup. Free-plan settings are the operational model; tiers remain
hypothesis.

Update 06-tiers.md with status hint that current operation runs per ADR-07 on
free-plan settings.
